Town credits + starter district

Point 1 : Government and towns are really important in the game now but before currencies arrived, it's almost impossible for the government to have a micro economy. The only way is by using the credits of one of the citizen (wich is not the best). Would it be possible to have a way to create credits for towns? Point 2 : City planning is one of the most important aspect of cities in my opinion and currently, it's impossible to set districts before having a lot of people settling randomly in the towns. It would be great if at least, we could plan a first district, even if we can only draw it in a little part of the town influence around the foundation.

For point 1 there already is a dedicated suggestion you may want to vote on: https://ecogame.userjot.com/board/p/introduce-a-settlement-c… For point 2 it is already possible to pass a constitution packaged with other civics like districts and laws, so it all can come into effect at the same time with founding the settlement. There however is not really a simple option I see to significantly speed it up beyond that without just reducing the voting time for the constitution - which is possible via server configuration already. I get that setup time + voting time can be too much with the natural big rush at the start of a server, but allowing people to immediately protect areas they just put a settlement foundation on has very high potential for griefing and likely a ton of interactions with other systems that aren't desirable. Ultimately, at least on vanilla servers without specific concepts supported by server admins, a natural development with what is there is preferable there. If you however have a more concrete suggestion how this could look in practice, feel free to open a new suggestion containing it, which will also be better for voting purposes, as it will then be singular voting point as intended by this tracker.
