Wonders! Large, collaborative, public monuments for culture
Create "Wonders" that require a significant area and resources - and collaboration in order to make - have them require resources from multiple professions in order to make: lumber + pottery + smithing to create a wooden monument on a brick base with copper highlights for instance.
When you place the Wonder in a settlement and designate its plot as "cultural" it would contribute to settlement culture.
Maybe some Wonders would only be able to be made later in the game and only contribute to country or federation culture, not towns.
