Swap Advanced Culinary Research ingredients so both recipes require 1 meat + 1 vegetable product
In v12, the relative cost of the Culinary Research Paper Advanced and the Culinary Research Paper Advanced Meat was about the same. In fact, I think the meat recipe was actually a little bit less costly, although it took longer to craft due to the meat stock requirement.
Now in v13, the Culinary Research Paper Advanced Meat is considerably more expensive. Raw crop prices did not change at all, but butchery products are now almost 3 times as pricey (1 bison now turns into 8.9 raw roasts with a butchery BU5, whereas in v12, 1 bison turned into 21.7 raw roasts).
This change makes the meat recipe totally not worth it, except in extreme edge cases where you have a very strong hunter/butcher and a non-existent farmer/gatherer. A simple change to this issue would be to scramble the recipes so that baked meat combines with salads for one recipe and baked vegetables combine with simmered meat for the other recipe. This would bring the cost of each version of the research paper more in line with the other one.
