SHIPS as mobile bases/modular
look at how atlas lets you build crafting stations as well as cargo boxes so you can have a pseudo mobile base. make them have multiple decks and tiers. maybe start with large sailing vessels, then work slowly into modern day ships such as huge freighters with more slots for building/capacity.
