Settlement currency

Quick example to introduce the suggestion: A citizen sell a product 100$ + 10% taxes (settlement treasury) but a player outside the settlement can sell the same product 100$ with no taxes even if the $ have been mint by the settlement which introduces this currency. A new function for the settlement should be to mint its own currency: Let's call it settlement currency. The mint object is then linked to the settlement jurisdiction (same as other civics objects) To be able to use a settlement mint, you need to have the proper elected title: New role to add in the constitution (same logic than for the laws and the rights to write them in the court) Last important point is to decide if the settlement currency can be used or not in stores outside the jurisdiction: Be able to select players and/or other settlements (same logic with border control where you select settlement or players to claim in your influence zone) A non-citizen player could still buy products in any settlement store, keep the settlement currency on his account, and buy anything in any other settlement stores. But by default, he couldn't set up his store with this currency. The purpose of this new feature is to add more gameplay and most important, more control around the economy for the settlement: New elected title (ministry of economy, bank style building, etc.) and a full control on its own currency (better control on exchange rates, taxes, etc.)

I am in favor of giving settlement treasuries unlimited settlement credit, but I absolutly do not want to see "Minting" at the settlement level in any fashion other than a "mint" mabe by a blacksmith...
