[SERVER] Allow permission granting for certain commands like /fly and /safe

In the past, I have used Elixr Mods in order to enable /fly and /safe command for all players. The reason for enabling /fly for all players is simply cultural: all the players on our private server came from Active Worlds or Virtual Paradise, where flying is enabled by default, and we are used to flying while building. This is pretty much urgent because I have a plan to eventually open the server to the public one day. At the moment, I would have to grant admin to all players on the server while it is private so that they can use these commands named above. However, that would be obviously not ideal when the server is opened to the public.
