Papermaking

As of right now, plant fiber/wood pulp is what mainly makes paper from what I can remember in game. However, there are two other goods that played a major part in paper making during human history. Both flax and cotton were used with flax being one of the primary means to make paper during the 15-16th century. I suggest that flax and cotton be added as a means to make paper. This would add more uses for those goods as they tend to fall off later in cycles as well.

I agree that more ways to make paper are needed. With the recent upgrade nerf, even with BU5 in both your tailoring table and paper maker, it costs 450 fiber for just 1 modern research page. When you consider that most end-game books take 60+ modern pages, we are talking about hundreds of thousands of grass collected just to complete the end-game research. I like the idea of making paper out of flax or cotton, or even other lesser-used crops like sunflowers. Alternatively, they could add a byproduct like "crop residue" to farmer seed-making that can be repurposed into paper. However, I also want to point out that a lot of times, the towns leading the research simply fail to pay an adequate price for natural fiber. How often do you see governments paying 0.01 for plant fiber, while simultaneously paying 0.50 for logs or iron ore? Even as a gatherer using a harvester on my tractor, if prices are set that way and I want to make good money, my time is much better spent farming logs or ore than cutting grass.

https://paper.gatech.edu/early-papermaking Here you can see the history of papermaking. As it spread from Asia to Europe, Europeans had to use different materials because they lacked those used in China. This is where flax came in. From then on, Europe used flax to make paper. The method also spread to the US where it was used for a while there as well. Adding this can offer players a method to mass produce paper without having to make large grass farms (which are hard or just not replant-able so relying on grass spreading). Later on trees should be easier to make paper with being able to use pulp but before then, flax paper should be a good and primary means to make it.
