Only deed owner should be able to set repair bounty settings

Authorized consumers are able to change the Owner Account on repair bounties resulting in situations where the repair is unable to be completed because the deed owner doesn't have access to the new owner bank account.

The related bug report has been adressed for 11.1.12, consumers will no longer be able to configure repair bounties - that requires at least deed authorization now.

Hello Merle, after the report of CraigWCooper and looking into it in more detail we have decided to treat this behaviour as a bug in our bug tracker. We will rework the repair bounty feature to allow authorization separation between deed and table, so that only players with access to the deed can change the respective component, as it works for stores.

https://github.com/StrangeLoopGames/EcoIssues/issues/25498 1. Authorised consumers are CONSUMERS, not managers. 2. If people want to share stations to be managed they make a title with both players and set the deed of the land to that title. - allowing both players to be the "Owner" You wouldn't let Authorised Consumers change prices at a store would you? or let them change the rent on a table or take Upgrades out of the table. Everything that is currently implement contradicts that this is as "working as Intended" Only Owners of a table should be able to change anything about that table. As mentioned there is already in game mechanics to allow multiple owners. Consumers are not owners. This bug actually forces players to break an intended feature to prevent other players from stealing their wealth.
