More benefit to being in the "main" town is needed.
Currently, it is better to form many small towns with 2 people each so that you get more value from dinner parties and deed/painting upvotes. You can tie everyone together with a title or a demographic in the early game and then, in the mid-game, it also makes forming a country easier. This setup seems to go against the intended idea behind towns.
