Mint and Currency Exchange should be rewards when a town is established or move the craft to the settlement table

Now that we have localized governments, I think a good idea would be to move the Mint and Currency Exchange as rewards for building a town settlement. Since currency is a big part of the game, giving it to new towns should encourage towns to set up a currency and an exchange. This way, currencies can emerge almost simultaneously without being gated behind a smelting/smithing profession. At the very least, make them craftable for cheap (15 hewn/15 mort) at the settlement crafting table.

This suggestion would change the intended game design of using barter in the early game. The mentioned objects are locked behind later technology on purpose, so it needs to naturally develop. Making it available earlier or even outright "gift" them as a reward would lead to barter being irrelevant in the game. We hence have no plans to change this, but you may want to vote on the "Global Currency" suggestion that is for providing an option to start with a global currency. Please note that you can still vote on closed suggestions and that we may revisit them if they get a lot of traction.
