What do u think about merging broken (the same) tools for reusing/recycle?
For example:
1x 20% + 1x 16% = 1 tool with 36% + 1 trash

Unfortunately we have no plans to enable durability merging for tools like it is possible for foods, repairs of tools are supposed to be linked to resources in the economy and require the respective skills to do.
I'm hence closing this suggestion, it can still be voted on but will only be looked on if it receives notably more votes than other highly voted items.
