Luxury Car/Boat
The idea would be to add a car/boat that is purely for travel and doesn't transport items/goods. Something that players with a ton of wealth would aquire. Then towns/players can target those and create a luxury goods tax. Could also give the players a dilema of banning their production due to them using a ton of materials to create. Could have them require a ton of maintenance, constant replacement of parts and fuel.
On one hand you could think everyone should ban then, but a community who works well together would have enough excess resources to make them. Could also create a senario where the production is banned everywhere except in a small city-state that is rich because the wealthy players live there due to the luxrious and wasteful lifestyle is allowed.
They should have a culture value since they should be considered more of a work of art, but the idea of them having little to utility is important to discussing how frivolous they are.
