Import/Export Laws
A UI friendly way in-game to be able to export a law into a file that would get saved to the users computer as some kind of text or XML document, and could later be uploaded to the server in a similar manner to images in the printing press.
Essentially [this mod from thomasfn](https://github.com/thomasfn/EcoCivicsImportExportMod) that does exactly this, but built into the game itself and more user-friendly.

This please! and for normal users. I'm thinking the exported form would have to be editable (XML/JSON/whatever), and the user might have to change the settlement and demographics names before importing it. If those names didn't have to be changed and could be resolved after import in the court interface (or a special import interface), that would be really great.
