Gathering/Logging/Mining bonus partially SHARED through settlements
A problem we always have is the lack of impetus for one to help another in the basic tasks of resource gathering is due to the lack of bonuses from having a certain skill. Perhaps to offset that, with the coming recognition of settlement specialization (or recognition thereof), these primary specializations should be partially shared among all citizens of a town at a 33% rate synonymous to the specialist. For example:
Specialist XX skill lv.1: No bonus
Specialist XX skill lv.3: Rest of town gets lv. 1
Specialist XX skill lv.6: Rest of town gets lv. 2
Specialist XX skill lv.7: Rest of town gets lv. 3 (AND whatever bonus the specialist receives)
This one is up for debate:
IF the town has TWO specialists of the same type, the same bonus can go up to lv.6 for the rest of town, AND whatever bonusES the specialists have (thereby making having both perks possible?).
Those perks will be invalidated if said specialists leave the settlement.
