For laws, add a way to test for properties of linked objects

This would include things like checking for the demographics of the owner of a storage object that's the subject of an Inventory Action event. Another use would be to not trigger laws in cases where they're not needed and only cause unnecessary spam, like checking whether the user already has access to an object without the law.
