Fix audio when mining rocks or placing blocks

Last time I played was version 7. There was a nice satisfying mining sound when you mined rocks or built with hewn log blocks (for example), or deconstructed blocks, etc. I do have SFX turned up, and I can hear other SFX-related sounds. My tool whooshing through the air, mined rocks hitting the floor, etc. Sometimes I do hear the mining/building sounds but only very faintly, and very muffled. Sometimes I don't hear them at all. Same issue in both first and third person.
