Exhaustion reset time should be settable in config settings.

Currently the exhaustion reset time is set to the new ECO day. But depending on server outages and server startup times, this may be in a wholly inappropriate time. Since on exhaustion servers, the exhaustion reset time quickly becomes the busiest time of the day, with everyone playing at the same time -a nice side effect-, it is critical to be able to control when it happens. Please make it a server setting instead of tying it to the new ECO day.
