Diplomatic Tools for establishing borders between towns
Expand the embassy desk to allow for tools that allow for establishing firm influence borders between settlements of all levels. With the current culture system borders grow unless they hit a cultural influence bubble which typically leads to conflict that has no real tools for resolution in the current system.
Add a system that allows one settlement to propose an influence border that the culture system will then respect. This would allow for tools to prevent culture wars or end them in fair fashion.

If two parties can negotiate jurisdiction over a piece of land currently covered by both sides, a calculator tool can also be developed for a user-inputted amount for each conceded plot, so that a price can be negotiated (and countered) for the changes made. That price can be in any known currency, or heck, paid in a certain resource.
