Default Skill Research Work Party weighs labor too high
Currently the Skill Research work party is set so that 10% contribution gives you the skill with labor given a weight of 1 and all of the research papers as weighted for 1.
So what happens is that one person will get 50% contribution for the labor and the remaining 50% is split among the remaining research papers.
This can lead to someone contributing a number of expensive late game research papers and not reach the 10% threshold.
Some ideas for resolving the issue:
A) Make the research papers a weight of 9, which lets the labor reach the 10% and makes it much easier for people contributing research papers to reach 10%.
B) Split the different research papers into separate weighted values. So contributing twenty X paper type would be weighted as 1 and twenty Y "basic" papers as a separate weighted values set to 1 as default. The idea being that the person with the skill who can produce the research papers required for their skill, like geology for example, would reach the 10% threshold.

the weighting and % contribution needed to research are configurable by the player, but per-item weighting should be an advanced config for work parties
