Allow placing a pipe with the hammer equipped

Currently, you need to have the hammer equipped to remove pipes, but you cannot place pipes with the hammer equipped. This means that you constantly need to switch tools when you build a pipe network and need to remove misplaced pipes.

Wow, I honestly thought this was a bug during a server lag. Pipes should 100% be placeable with a hammer. Allowing placing a whole line in 1 click like with other blocks would be great too, as it's not uncommon to have to lay dozens blocks of pipe to reach water.
