add title "super"-managers
I think Title Managers at the registrar need to be disaggregated into super-managers, which would function as managers currently do, and standard managers which can have their permissions to manage the title managed.
The main use case I imagine would be when creating a "company". The CEO would create a "hiring manager" and "employee" appointed title. The CEO would start as a super-manager of both titles. The CEO would then appoint a hiring manager, granting that person title holder status. The CEO, as super-manager of the employee role, would decide what is currently in the advanced settings menu of that title. The hiring manager would be a standard manager of the employee role, only able to change who are or are not employees.
In a fully complete feature, the super-managers would be able to configure permissions for different manager types, like a system administrator for their users, but I would greatly appreciate just the main use case being possible.
