I just had a player help me clear the side of a hill to create a flat area for the town's farm. Although I am sure there was a way to set that up through a contract, it was too tedious to figure out at the time, so I just transferred money to him from the town funds as a direct payment instead.
However, when other citizens look at the town ledger, they might wonder why the government is giving this specific player money. A memo or description field on fund transfers to document exactly why the money was sent would add much-needed transparency.
